ci: Run master builds on schedule instead of on push
Build workflows were run on every push to master. ASF shares a single
pool of GitHub Actions runners among all its projects and Linux jobs
often wait hours in the queue. Since a new push to master cancels the
in-progress run, most of master runs were cancelled before completion,
wasting runner time already spent on them and rarely refreshing the
caches that are saved only from master.
Pull requests are already built before merge, so a periodic check of
master is enough to catch breakage caused by interactions between
merged changes or by external changes (newt, toolchains, runner
images). This also reduces load on ASF infrastructure and shortens
queues for pull request runs.
Build is now run daily at 01:42 UTC, Validate hw/bsp folder weekly on
Sundays at 02:42 UTC and Bootloader (main), which builds against
mcuboot main and was already run nightly, weekly on Saturdays. Pull
request triggers are unchanged. Scheduled runs are on master ref, so
caches are still saved from them.
