    No need to explicitly call mgmt_evq_set when using default os event queue

    Update the Enabling Newt Manager in any app to no longer tell the user that 
they must call mgmt_evq_set function since oicmgr no longer requires the caller 
to call mgmt_evq_set() and the call is taken out of slinky_oic app.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/cwanda/incubator-mynewt-site newtmgr

Alternatively you can review and apply these changes as the patch at:
