Updated doc to reflect separate newtmgr repo
1) Reorganized and updated the Contributing to Newt and Newtmgr Tools page
to reflect the separate newtmgr git repo.
2) Added a note to indicate this is the setup to use if a user running on
the Linux platform
wants the latest updates from master.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/cwanda/incubator-mynewt-site new_install
