Hi,
I think you're completely right. The other day I noticed that the OSX launcher

https://github.com/apache/incubator-netbeans/tree/master/ide/launcher/macosx/NetBeansLauncher
is not localized at all.
In fact there's an old NetBeansLauncher.pbproj that cannot be opened in modern
XCode versions.
Maybe we should loalize it, can you provide localized texts of
https://github.com/apache/incubator-netbeans/blob/master/ide/launcher/macosx/NetBeansLauncher/English.lproj/Localizable.strings
