Several options for improving the build system's binary caching have been
discussed at:

Some ideas include:
* Parallelizing downloads
* Enabling Travis CI directory caching:
[https://docs.travis-ci.com/user/caching/#Arbitrary-directories]
* Cleaning up the binaries cache ({{~/.hgexternalcache}}) automatically,
deleting files that were not needed by the build and symlinking duplicate files.
