this is a missing feature for every language. So the tooltip only appears, if
you execute the hotkey.
So it is needed, that you have an option to set "Show method parameters"
automatically if the cursor is inside brackets for Java, PHP, C/C++ and JS and
other languages, that are supported. I will create sub tasks for each editor
but this feature should be consistent in each editor. And should have the
option to enables, disables it.
