Okay, looks like the steps to make things work are fairly straightforward:

 - Port this 
[http://hg.netbeans.org/main/misc/file/tip/logger/uihandlerserver/src/java/org/netbeans/modules/exceptions/utils/BugzillaReporter.java]
 - to post into Jira
 - Configure an exception reporter user in Jira and configure the application 
with the right credentials
 - Deploy the result to Tomcat somewhere
 - Builds of the IDE need to talk to that URL, not the current one


Other than the place-to-deploy it, none of this looks hard.
