Description:
Rapidly switching keyboard input language from English to another language can
get stuck on the other language.
To reproduce: taken from

To re-produce bug:
1. You have more than 1 language in your OS.
2. Make sure that use left Alt+Shift to switch language.
3. Open Netbeans
4. Type some thing in these 2 languages. example Thai and English. Switch
language rapidly (about 3 times or more) and many times
(try to type then switch about 3-4 times or more) and you might see that it
cannot switch language anymore.
Here is what i can re-product it last time.
1. type the text
2. switch thai
3. switch english
4. do 2 and 3 and 2 and 3
5. type the text
6. repeat step 4. few times
7. broke.{noformat}
Particular language doesn't seem to matter.
Workflow is interrupted. On days when I have to edit templates/language files
with non-English text it'll get stuck to the second language at least once.
The only solution is currently a full restart of the app.
It's been a while since this was originally reported and keyboard language
switching has changed to a per-application scope instead of universal scope in
Windows OSes, maybe this new approach has facilities to fix/debug this issue,
hopefully.
