Description:
Currently, NetBeans is started with the last tab I worked. If `Show on Startup`
option has checked, 'Start Page' tab is started with other tabs.
I would like to see a new welcome window that appears before NetBeans is
opened, like Android Studio. Project group(because users can make multiple
projects in a project group) list and some options(making new project, import
project, settings, ...etc) should be included.
I think this will help to open the various projects quickly than 'Start Page'
tab.
