Hi, after following the steps below, I was able to successfully "uninstall a
plugin", but it was not found in the Latest Development Build. The plugin I
uninstalled was from the Plugin Portal. The IDE restarted, and shows zero (0)
Updates, Available Plugins, Downloaded, and Installed (58). I removed the NB
MindMap Editor. I just removed the Huston UI plugin and restarted the IDE, and
the plugin Hudson UI was found!
I was able to install it. Verified that it was shown in the Plugins from Tools.
I am located in the USA East Coast area from New Jersey.

Thanks guys. I have updated redirection as Jan suggested so it would be great
if you could now test it from NetBeans directly:
1. Go to Tools > Plugins and select Settings tab.
2. Uncheck Additional Development Plugins and Plugin Portal update centers.
3. Select Latest Development Build update center and click Edit button.
4. Change its URL to
https://netbeans.apache.org/nb/updates/9.0/updates.xml.gz and click OK button.

5. Go to Installed tab, pick some non-essential plugin, Uninstall it and
then let IDE to restart itself.
6. Repeat step 1 and make sure that the plugin is now listed in Available
Plugins (1) tab.
7. Check it and then Install it.
