The messages.log would be useful. Though I fear this issue happens due to some
JavaVM and Windows disagreement. As it happens with all 8,9 and 10 Java VMs you
either hit a long standing bug in the windows Java runtime or your windows is
somehow not in the "right state", whatever could that mean.
Still the messages.log could tell more.
