I have tried the usecase and if netbeans_jdkhome is specified in netbeans.conf 
file, and then netbeans64.exe is ran, then it will pick up the jdk specified in 
the netbeans.conf file. i.e it works

If you want your ide to pick up jdk9 or jdk10, you would need to specify it in 
the netbeans.conf file
