Following "Debugging toolbar" Test Case of [Debugger - Multiple
Threads|http://netbeans-vm.apache.org/synergy/client/app/#/specification/330/v/2]
test suite, the first time that the Debugging tab opens, and since there is no
debugging session, the toolbar is empty.
