Just write a plugin that would be installed in NetBeans among other plugins.

When creating a JavaFX project, plugin would test whether NetBeans "knows" 
OpenJavaFX and eventually downloaded and installed the entire program.

It would also ensure that the existing JavaFX project could safely "switch" to 
Java 11.
