My reasoning was bad. Adding OpenJavaFX, into to project, can be (though 
difficult). What is not possible is that you can not insert OpenJavaFX into 
NetBeans and this problem should be removed. (That's why I changed the title of 
this issue)

It's just my idea, but two plugins are enough.

1.Only downloaded and installed, OpenJavaFX, into NetBeans. This would not 
cause this problem with an existing project.

2. Associated, OpenJavaFX, with JDK without JavaFX. This would automatically 
add the OpenJavaFX library to the project. Either when creating a new project 
or changing, JDK, for an existing project (eg from JDK 10 to JDK 11)
