Are people on Windows 10 observing this behavior _always_, or just sometimes? A 
quick check shows NetBeans 10 using 0% CPU right now on my own Windows 10 setup.

For troubleshooting purposes, it might be worth trying to turn of Windows 
Defender's background scan, and seeing if the problem persists. I've got it 
permanently disabled myself, for unrelated reasons (it makes Windows Subsystem 
for Linux unbearably slow), but it's probably not something we can recommend.

To turn of Windows Defender's background scan, go into the "Edit Group Policy" 
app and then set Computer Configuration->Administrative Templates->Windows 
Components->Windows Defender Antivirus->Turn off Windows Defender Antivirus.
