This issue does not seem to be Netbeans version specific, because I have seen
it in various Netbeans versions including Netbeans 8.2 combined with various
JDKs installed on my Windows 10 PC. I suspect it has something to do with
corrupted (registry) presets.Procmon shows dozens of error results accessing
the file system and registry when this error message is thrown.
