You need to be specific in your claims what do you find difficult?
There are only three steps to install netbeans:
# Download the tar-zip
# Unzip to a directory of your liking
# Execute <INSTALL-DIR>/bin/netbeans
What in these steps is confusing you?
Regarding feedback in application (I would hardly characterize Netbeans as an
"app"). It is a good idea but who should receive the feedback? A mailinglist?
One of us volunteer? There is no big company behind Netbeans which have
dedicated people to read through and prioritize incomming suggestions.
Updates is a nice to have but right now there are many more high prioritized
issues. You simply have to click the man Netbeans side and see if there is an
update.
