When netbeans rat report is created, there is a secondary file: nbbuild/build/rat-appendix.txt, this summarises the license info for special cases. My gut feeling is still, that the ASF is a bad fit for the netbeans IDE. There is a heap of license conflicts, as core libraries of the java platform are either GPLv2-only or GPLv2-CPE and Oracle did nothing to address the conflict. There is https://issues.apache.org/jira/browse/LEGAL-336, which may clear some thinks up.
