If I scroll through my files I see often on some positions no underscores and
on other positions I see underscores. Here is an example.

It depends on the position of the line on my display. To see underscores I have
to scroll the line to an area where underscores are visible. I use OpenJDK 11
on Windows 10. Resolution is 1920 x 1080 with a scale of 125%.
Maybe this bug has relations to NETBEANS-2576
