Summary: NetBeans 11 Create Application wizard does not go higher

The Create NetBeans Application Wizard's highest version available is RELEASE82.
This is in NetBeans 11.
The newest versions, RELEASE90, RELEASE100, RELEASE110, need to be added to the
drop down items.
Also, the generated project pom.xml needs to reflect the correct repository
where the newest artifacts are for these versions, which is Maven Central.
