This issue is also linked to NETBEANS-1925.

It's about the fact:
"... The JavaFX Ant tasks ... not ready for JavaFX ..."
If you build with NetBeans an JavaFX application with Apache Ant it will fail.
I used NetBeans 11 with JavaFX 12 to reproduce the issue.
