Some facts:
* After opening this issue, I went back to NB 10.0, which worked fine.
* A few days later I gave NB 11.0 another shot (removing the previous Nb 11.0
configuration directory), everything was in order, including the "Find usage"
feature, menu entry and shortcut.
* The first time I tried NB 11.0, I imported the 10.0 settings, but now I
started with a fresh profile, and ignored the previous settings.
* I tried once more with a fresh profile (ignoring previous NB settings,
again), and this time the "Find usage" feature was missing again. Sadly, I
neglected to take a screenshot, since I thought it is a common occurrence and a
screenshot would be unnecessary.
* Afterwards, I removed the NB 11.0 settings again, and this time imported my
previous NB settings, and to my surprise, everything worked as it should. This
is the "installation" I used up until today (NB 11.1) without any issue.
Today I tried yet again (removed my current profile, started NB 11.1 with a
fresh profile) and the issue appeared again. I recorded a video this time.

What I noticed:
* In the "Tools" menu, only the "Plugins" and "Options" entries were present
(not shown in the video)
* On a fresh start, I could not open PHP projects. I had to install a PHP
plugin (I chose the PHP enhancements one), and after restarting NB I was able
to open a PHP project and record the issue.
I don't have an IDE log of the issue. I suspect a plugin is misbehaving and/or
something peculiar with my Kubuntu installation
