Summary: Choosing Java EE 8 causes EJB project to become Webapp.

Steps to reproduce:
# Clean install of NB 11.1 with Payara 5.192 server added
# File -> New Project -> Maven -> EJB Module
# Select project name and location -> Next
# Select Payara Server and Java EE 8 -> Finish
Expected Outcome:
New EJB project with correct icon, ejb packaging type
Actual Outcome:
New (incomplete) Web project with some web related folders war packing type and
web icon.
