I tried installing NetBeans 11.2 today on Windows too, encountered various 
problems, disabled the Windows Defender, and everything went well. I think that 
may be blocking something. Others have noticed something with Windows Defender 
too. Just so that we can see what the cause of the problem is, not as the 
solution, but in order to find out the cause, can you close NetBeans, remove 
the userdir, stop the Windows Defender (e.g., 
https://www.xrite.com/service-support/windowsdefenderturningoffon), and see if 
you can still reproduce it.
