There are compiler warnings about rawtype usage with ActionStub like the
following

.../platform/spi.actions/test/unit/src/org/netbeans/spi/actions/ContextActionTest.java:732:
warning: [rawtypes] found raw type: ActionStub
[nb-javac] Reference<ActionStub> outerStubRef = new
WeakReference<ActionStub>(a.stub);
[nb-javac] ^
[nb-javac] missing type arguments for generic class ActionStub<T>
[nb-javac] where T is a type-variable:
[nb-javac] T extends Object declared in class ActionStub
{code}
The aim is to change the code such that these warnings are no longer emitted by
the compiler.
