I'm guessing that you are using NetBeans from the Debian package.
The Debina package and even NetBeans 10 is no longer supported. We put a lot of
PHP stuff since 10.0 came out, so please install NetBeans 11.2
Please remove the debian package.
You might use our zip distribution, linux installer or even Snap package. See:
[http://netbeans.apache.org/] and [https://snapcraft.io/netbeans]
