You can still obtain the WebLogic plugin by compiling it yourself from the
source at
[https://github.com/apache/netbeans/tree/master/contrib/j2ee.weblogic9.]
The resulting {{.nbm}} file can then be imported in NetBeans via {{Tools ->
Plugins -> Downloaded -> Add Plugin}}
