I ran into the same issue. Was forced to use Subversion 1.9.x with Netbeans 
11.2. Also, even though I had my svn installation path entered under Options -> 
Team -> Subversion -> "Path to the SVN executable file", on windows I also had 
to have the svn bin folder in my PATH variable before it would let me select 
JavaHL as my preferred client. Otherwise, it would always change back to CLI 
automatically.
