As a NetBeans user I want to change the delay time for the auto completion pop
up in the preference, to get a quicker response while writing code.
Acceptance criteria:
* New field "pop up delay in ms" which accepts integers only in Preferences ->
Editor -> Code Completion.
* The field shall be just behind the checkbox to enable auto completion.
* The filed shall be disable as well when the checkbox is not selected.
* The value of this field shall change the delay time of the code completion
pop up in the editor for all languages.
