Resolution: Not A Problem
Nothing in NetBeans forces a plugin developer to sign his plugin. Neither the
plugin portal, nor the IDE enforce it and thus you are free to do as you please.
For platform users signing is interesting because you can supply trusted
plugins, that are installed without asking the user for confirmation. So yes,
there is a usecase beyond the plugin portal.
