When I created the ticket, it was back in April 2019, the problem was based on 
the old Plugin Portal. You always could upload your npm file to this portal, 
but it will never shown within the IDE Plugin Manager until you signed it.

If this is not the case anymore with the new PP2 so if there are no 2 options, 
than I'm fine and we can close this ticket.
