Maybe, I guess that plugins are marked as "updated" when the plugins are
downloaded in PP3.
However, I think we are not sure whether the new version was released, plugin
information was updated, or plugins were downloaded.
So, I suggest separating the latest downloaded plugins from the latest updates.
