1) ensure that it is really valid UTF-8 and you have read that as UTF-8 not
UTF-16

A) Check:
NETBEANS-2374
Or B) try:
Settings -> search for region
-> Additional date, time, & regional setting
-> Region
-> Administrative
-> Change system locale...
-> check Beta: Use Unicode UTF-8 ...
-> restart your device
