Summary: Options menu glitch after changing theme on first launch
after installation in Linux

Steps to reproduce
# Install Apache netbeans 12.0 or 11.3 in Linux as a snap or other form and
launch it but do not close or restart it.
# Go to Options in the Tools section of the top menu bar.
# In the options dialog, go to the Appearance tab then to the Look and Feel
tab.
# Change the preferred look and feel and click the apply button first and the
OK button.
After changing the theme to FlatLaf dark for example, the apply button can be
pressed but after pressing the button, the OK button is cannot be pressed for a
moment. Pressing the cancel button will close the dialog but it will reappear
after a moment. When clicking the text in the notification to restart and apply
changes, the Options dialog may reappear after net beans has been closed for
restart before netbeans starts again.
