Summary: Open Project Dialog Starts within the last opened Project

On OSX (10.15.7) the Open Project dialog begins browsing inside of the
previously opened Project which requires changing directories instead of just
selecting a Project at the same level as the previous one.
On Linux (Ubuntu 20.04), the Open Project dialog begins browsing at the same
directory level the previous Project was selected from, so no navigation is
necessary to open Projects within the same path.
The OSX version should operate similarly to the Linux version.
I have no data on how the Windows version operates.
