FWIW, I was able to get the 'empty problems' window with 12.3 and simple
project created ([^SimpleGradle.zip]) by the IDE's New Project (java
application / gradle) Wizard. I was lucky hitting the issue after 1st reopen ..
but then nothing. Trying again and again, I got approx 3/10 probability to get
the "Project Problems" dialog displayed at startup: I suspect some race
condition.
