The 12.4 version do not let to toggle a breakpoint in a jsp if it is part of a
web fragment (e.g a separate jar with the web-fragment.xml descriptor.
A web fragment allow to develop a web app in a modular way, but JSPs should be
always debuggable, not only those part of the WAR module.
