I can confirm that this issue does occur on Mac (11.5.1) with Netbeans 12.4.
This is particularly an issue for me, as the web app I am trying to work with
has JNI dependencies, and the redeploy fails as the native code has already
been loaded.
Project setting build -> compile -> compile on save to checked, and build ->
run -> deploy on save to unchecked prevents the double deployment.
