    Fix RAT and (some) verify-all-libs-and-licenses errors and warnings

ide/xml.retriever/test/unit/src/org/netbeans/modules/xml/retriever/impl/badssl.com-client.p12
    
      was included as part of a fix for NETBEANS-5956 and contributor
      explicitly agreed, that the change set is donated to the ASF. This
      change clarifies that for this binary.
    
    - contrib/j2ee.jboss4/external/j2ee.jboss-external-resources.txt
    
      The file holds the license information for the external libraries,
      but does not follow the naming convention. Changed the suffix from
      .txt to license.txt
    
    - fix formatting of licenses in:
