This is probably because you inadvertently activated one of the plugins for
nodejs ot typescript, maybe because some time in the past, you opened a project
requiring them.
There are several ways to find out, the easiest being, to look into Tools ->
Options -> Tab HTML/JS
If you find a the NodeJS Tab there, the Plugin got activated.

You might fix the message by suppliying a link to nodejs here.
The other option is, to disable the plugins using using Tools -> Plugins ->
Installed:

But doing so might result in disabling some other plugins, you might want to
keep.
As a last resort, if you don't mind giving up your configuration efforts, you
can also try to reset your configuration, by moving/renaming/deleting the
configuration directory. This will reset you to the state of initial state of
installation, with the bare minimum of plugins activated.
Basically, being asked for the node.js path when it si required for a plugin to
be active, isn't exactly a bug.
