SplashScreen is not even a Swing component, it is in AWT. It is displaying even
before the main method of the main class and can be accessed later using
https://docs.oracle.com/javase/8/docs/api/java/awt/SplashScreen.html
As of flickering: It is not happening on a fresh install, as the updated
picture is the same.
[~Chrizzly] This is happening before anything would happen in / with the IDE,
so there is nothing can be dome with HTML/CSS here.
