Fix For: 0.3.0
Right now the provenance index removal timer task runs every 60 seconds. This
results in needless delay in indexing and thus back pressure for high volume
flows on small systems. The cost of running this is not dramatically lower
since we're just dumping indexes rather than editing them. So let's run it
more often.
