Nodes cannot join a cluster if either there flow.xml or templates do not match
what is on the NCM.
The current ERROR message is the same for either case:
ERROR [NiFi logging handler] org.apache.nifi.StdErr Failed to start web server:
Unable to load flow due to: java.io.IOException:
org.apache.nifi.cluster.ConnectionException: Failed to connect node to cluster
because local flow is different than cluster flow.
This leads to confusion when the templates are the real mismatch. These should
be validated separately and an appropriate error message logged indicating
which does not match.
