Using a template id and a timestamp sequence seems to make sense, but I wonder 
if relying on an internally generated id might lead to non-obvious changes to 
the ordering of a template. If we can rely on items that are under the users 
control then changes to the generated template might be easier to understand.

I'll start looking at the code in detail and see if I can come up with 
something sensible that works.
