This patch address migration of creating aws clients from using aws creds to
aws credentials provider using a controller service. It also allows role based
cross account credentials. I've added unit tests and updated intergration
tests with cases using credentials provider controller services. I've tested
the integration tests but are ignored in the checkin since the resource
arn/urls have to be filled out.
