When adding a new controller service, if you search for the Controller Service
first and then set the "Available on" dropdown to "Cluster Manager" it works
fine.
However, if you set the "Available on" dropdown to "Cluster Manager", then
search for a Controller service, the availability is reset to "Node". This can
result in Controller Services getting added in unintended places.
