Summary: Controller Service sort by State not working

In the "Controller Service" Tab of "NiFi flow Settings", sort by State doesn't
appear to be working. The order appears to be "Enabling", "Enabled", then
whatever else, which in my case is "Disabled", "Invalid", "Invalid",
"Disabled". Interestingly, in my case the order of the controller services
does not change when sorted by state ASC or DESC. I other words, sorted DESC
the services A, B, C, and D are listed in that order at the bottom of the list,
and sorted ASC they are in that order at the top of the list
