Turns out we're already including the bulletins for Reporting Tasks and 
Controller Services in the controller level bulletins [1]. So this should work 
correctly if the component uses the supplied logger instead of the bulletin 
repository directly. We should however, still consider doing the merge client 
side as it may be a clearer approach.
