More details on the test flow i have:
- No processors are running at all even though they are all in scheduled state.
- Once I stop a processor I seem to be unable to start it back up yet the UI 
gives no warning/error indication of trouble other than ignoring the start 
request.
- ReportingTasks are also impacted.  Once you stop one you cannot restart it 
because it will say that it is already in running state on one of the nodes.
